In 2020, Dr. Hoose took on the role of Medical Director for the Orange County Emergency Pet Clinics, where she continues to oversee medical operations, upholding the highest standards of care and advancing the clinic’s mission of excellence in emergency veterinary services.

Dr. Hoose’s academic journey began at Michigan State University, where she earned her Doctorate of Veterinary Medicine and a Bachelor of Science in Animal Science. She further honed her expertise through a rigorous residency in Veterinary Emergency and Critical Care at California Veterinary Specialists, culminating in her achievement of Diplomate status with the American College of Veterinary Emergency and Critical Care (ACVECC) in 2019.

Passionate about education, Dr. Hoose has served as a Clinical Associate Professor of Veterinary Medicine at Western University of Health Sciences. She has also contributed significantly to veterinary education as a relief surgeon and instructor for the Carrington College Veterinary Technology Program and as a part-time professor for the Cal Poly Pomona Veterinary Technology Program, where she mentors the next generation of veterinary professionals.

Dr. Hoose’s contributions to veterinary medicine are distinguished by her impactful publication in the Journal of Emergency and Critical Care. Her notable work includes a retrospective analysis of clinical outcomes in cats with suspected rattlesnake envenomation in Southern California. Additionally, Dr. Hoose is dedicated to advancing the field through RACE-approved continuing education presentations, further enriching the veterinary community with her expertise.

Dr. Jovel’s expertise also spans wildlife rehabilitation, having completed a seasonal externship at the California Wildlife Center and volunteered at the International Bird Rescue and Research Center. Her experience with diverse species, including raptors and pelagic birds, adds a unique dimension to her veterinary practice.

With over a decade of experience in veterinary medicine, Dr. Esmaeili brings a calm and confident approach to high-pressure situations, delivering exceptional care to critically ill and injured pets.

He earned his Doctor of Veterinary Medicine (DVM) degree from Islamic Azad University in Iran and is licensed to practice in the United States through the AVMA’s ECFVG certification and NAVLE. Before joining OCEPC full time in April 2025, Dr. Esmaeili gained extensive clinical experience in both general practice and emergency settings, including time as a VGAL-DVM under supervision and as a Registered Veterinary Technician in California.

Experienced Veterinary Practice Manager and Educator

Elaine Myers is a seasoned veterinary professional with over two decades of experience in veterinary practice management, education, and clinical care. Currently, she serves as the Hospital Administrator for Orange County Emergency Pet Clinics, Inc., a position she has held since 2015. Elaine’s expertise in veterinary practice management is bolstered by her advanced education, including a Master of Science in Animal Science from the University of Missouri (2014) and an MBA in Organizational Management, which she is currently pursuing.

Elaine is a Certified Veterinary Practice Manager (CVPM), a designation that highlights her proficiency in leading veterinary teams and managing the complexities of veterinary hospital operations. She is also a Registered Veterinary Technician (RVT) in California, bringing hands-on clinical experience to her leadership roles. Her commitment to enhancing the veterinary profession is further evidenced by her certification as a Fear Free Certified Veterinary Professional, focusing on reducing fear and stress in veterinary patients.

In addition to her role at Orange County Emergency Pet Clinics, Elaine has contributed to the field of veterinary medicine as an Adjunct Instructor at the University of Missouri’s College of Veterinary Medicine, where she taught Animal Science and Veterinary Technology courses from 2011 to 2014. Her dedication to veterinary education is reflected in her ongoing involvement as an RVT Curriculum Advisor for Platt College-Anaheim since 2016. Elaine’s leadership extends beyond her professional roles. She actively participates in various board and committee services, including previous and current board roles with the Golden State Humane Society, California Registered Veterinary Technician Association (CaRVTA), Hope Community Church of Anaheim, and Garden Grove Chamber of Commerce. As a published author and respected speaker, Elaine has shared her knowledge through various publications and presentations. Her work has been featured in the NAVTA Journal, and she has presented on multiple topics, including emergency triage, financial management and the impact of COVID-19 on veterinary practices.

Elaine is a recognized leader in the community, having been awarded Congresswoman Michelle Steele’s 2024 Woman of Distinction and the 2022 Veterinary Team Member of the Year by the Southern California Veterinary Medical Association. Her professional affiliations include memberships in several key veterinary organizations, such as the Veterinary Hospital Managers Association (VHMA), the National Association of Veterinary Technicians in America (NAVTA), and the Veterinary Emergency and Critical Care Society (VECCS).
